Horizontal, flickering lines during gaming

I've been getting this for some time now and finally decided to look into it. The flickering lines only appear during gameplay or when I alt-tab to desktop with a game running.

I tried taking some screenshots with fraps, but the lines are not showing up in them. I also dug up an old monitor with max res 1280x1024 and no flickering lines were showing. I used the same cables with it. My current one is a Philips 244e1sb/00 24'' LCD and I'm guessing it must be the source of the problem.

Should I take it back as I still got a few months of warranty left?

If it is happening only in games, then it could be the GPU too.

But shouldn't the flickering happen with the older monitor too or show up in the screenshots if it was the GPU?

What's your refresh rate on the monitor?

You can also try enabling V-Sync and see if that would remove the flickering lines.

I always use vsync, and disabling it had no effect either. Refresh rate is 60hz.

I have the same exact problem. It does not show up on my TV only on my monitor. Vsync does not help and i dont know how to limit the FPS on my own which i heard my FPS being too high can be the problem.

Did changing monitors help you?

Why the heck do you have a 6990 and crappy 1024 low resolution monitor ? Throw away the broken low res monitor and buy a proper 1080P panel.

This is a thread from 2013 someone else made. I have the same problem though so i have been trying to find an answer by googling and posting anywhere i can think of. I made a similar thread but i have not gotten a answer yet which is why i asked him here.

Clearly the issue is the monitor. I know money is tight for allot of us but I would try to spring for a new 1080P panel or if you are really tight have a look over your local classifieds and you should be able to find a sweet deal on a nice monitor or TV.

Yeah iv been afraid of that. I just spent over 2 grand building the comp and now i have to buy a new monitor aswell. Worst of all is that i really love this monitor. The picture is really clean and i have it hooked up to my wall. Also it does not have the white snowy effect alot of monitors have these days when i look at the screen. It is more glossy which i like but i dont know how i can guarantee a monitor has the glossy screen instead of the white foggy looking screens. (Maybe you know what the technical term for that is???)

When i saw that my TV does not have the same problem i was worried id have to replace my monitor. Oh well what can ya do. That is life.

I seem to have this problem too, I notice it with running Grim Dawn but never before with any game on my PC. My PC specs are:
AMD 8350
16gb ram
Samsung UHD monitor
Radeon 270X 4gb ddr5

I obviously don't think the monitor is my issue. Is there any other reason? It kind of flickers a horizontal line like it is loading the image that runs up the screen.
