Horizontal flickering lines on monitor.

Tried reseating gpu and ram. I even turned the monitor on without it being connected to the pc, but the lines are still there. By that information, i think it's safe to say that the problem is the monitor itself. The only way i can get the lines to dissapear is turning the monitor off, and wait 1 minute or 2, and do that again and again until they are completely gone. And it gets worse each day.
