Horizontal line artifacts

So I went to a friends house with my pc today and some issues came forth. I tried to pinpoint what is causing these artifacts ([ url=https://drive.google.com/file/d/0B8QtB1zKgCUaWENjdFZKdExOdDQ/view?usp=drivesdk]http://[/url] ). I can consistently make them appear when the HDMI out is set to 1080p (720p is recommended in Windows but the tv is 1080 so I don't understand), I am watching an html5 video in chrome and I change the volume in full screen. That is when they show up. They then happen all across windows even when I close chrome. I can stop it by setting the output to 720p and it won't happen in that mode. I have an AMD r9 270 with an fx 6300. I just updated the graphics drivers and I have tested multiple HDMI cables. Thank you for any help possible.

Try taking a screenshot. If the lines appear there too, it's 100% a GPU failure. You can try resetting it to stock speed or even underclocking it to double check.

In that case it's more likely it's an output/monitor issue. Does it happen with other monitors or output ports?
