Horizontal lines on monitor

A couple of weeks ago there was a slight power outage and ever since then my monitor gets these two lines that slowlyyyy go down and up the screen. It seems like such a small problem and I don't want to have to buy a whole new monitor because of it because everything else about the monitor is perfect. Is there like a way to fix this? I don't think I have warranty anymore... since I bought it from BestBuy two years ago.

I have tried unplugging everything and plugging it back in and messing with some settings but nothing is working...

Start by adjusting the Brightness and the Contrast.

Carefully clean off the dust from the GTX-285 by using a can of compressed air. Hold the fan to prevent it from rotating to abnormally high RPMs while cleaning with the compressed air.

I have the GTX-275 and the driver that works best for me is the Nvidia 258.96 - the newer drivers 260.89 as well as the 266.58 do not work well for me.
