Question Horizontal red lines on monitor screen ?

Sometimes my monitor will have horizontal red lines across a black screen. It's very inconsistent, usually during transistion or loading screens. What could possibly be causing this ?

what are specs of the PC?

Have you tried running DDU in safe mode, uninstall display drivers, boot back into windows and get new ones?
