Horrible fps with R9 fury in bf4

I just got a R9 fury and tried it out on bf4 and i get terrible FPS. im using 16.3 beta drivers, i've also tried 15.12 same thing happened.

gpu core clock 400-900mhz
gpu usage 50-70%
