Horrible graphics in older windows games

I am having this same issue with all my older games. Such as Halo, Quake 4, Counter Strike, Battlefield 2, SW Battlefront, and Serious Sam 2. I've tried everything I can think of to correct the issue. I tried all the different video settings with both AA on and off. I've tried all the different comparability settings. I've also tried rolling my graphics driver back to 347.88. Nothing has worked so far, and this is driving me nuts. Please Help.

My specs:
i7 4790K
GTX 960 4GB OC
GIGABYTE Z97X MOBO
8GB DDR3
WINDOWS 10

then all can think is if the os or card or the monitor was set for a unsupported resolution or refresh rate some how and could not jive ???

you must have a old flat screen monitor if it uses a vga ???

anyway if the monitor native resolution is 1924x768 @ 60hz that is set in windows display setting - the cards display setting so all 3 match up

but if you go in and set it to say 1920x1080@75hz it may not display or act weird like what you were getting ?? most times that should set automatically with the monitor and the card but in windows it defaults to 800x600 and you got to set it manually
 
Do you have the option to use a non-analog cable such as HDMI or DisplayPort, if for no other reason but testing?

I wouldn't blame the monitor directly because in your video you can see the artifacts, and the video is recorded without any interaction from the display.

Can you mimic the CRT resolution on your LCD display?
