Stats that I know: Windows 7 Ultimate 64-bit
Intel Core i5-3570k CPU @ 3.40GHz, 16.0GB RAM, msi NVIDIA GeForce GTX 950. Antec 25 EarthWatts 650 Watt Power Supply. For the motherboard the only thing that I really know... It's an Asus. BIOS Version/Date American Megatrends Inc. 0210, 312/2012

I wasn't really sure what I should list my issue under I don't know whats really making it occur.

The computer runs fine and stuffs it plays games pretty darn good but I can tell that it's getting old/ish.
When I got the PC five months back I plugged in my old Turtle Beach EarForce X11s. Mic isn't the best I know but when I'm not talking I hear a white noise and it sounds like a hiss and slight clicks kinda like a magnified sound of my CPU coming threw my headset. While my mic is muted it does it. Sometimes when I interact with a window or tab the sound changes but its pretty hard to describe. I posted a video on YouTube so I could post the link here so you can give it a listen. Link: https://www.youtube.com/watch?v=W8Xs7fk9-Ew
Note... I had to bump up the audio in Audacity so you could hear it. That's the sound from my headset when it was muted and not my computer.

Solution
Sounds like standard PC interference. Either get a higher end sound card that filters or shields your analog audio from the high amounts of interference found in most PCs, or go digital. Once you move the amplification and digital to analog conversion outside of the PC, sound quality usually goes up dramatically.
