Hot VGA when doing nothing?

Guys i have some, problem with my PC that im not even sure what's the problem or if it's even a problem. Bear with me, i'm pretty stupid with PC.

So here's a thing, when i first buy this PC (6 month ago). My VGA celcius always at 49*c, but lately it's always 58-59*c. This was *c when i was browsing and watching movies.
Is this a problem that the *c suddenly was increased like this? I tried cleaning the dust, but well cant be really clean.

Sadly, when i bought this PC i bought the case blindly and it was half tower case (VenomRX http://www.bhinneka.com/products/sku01415027/venom_rx_middle_tower_armada.aspx) and they only came with 1 default fan. I put another one (Coolermaster Xtraflow 12 slim) in the back. I wanted to put another on the side and on top, but my VGA GTX970 was too big and it was really cramped to put PSU cable to power up the fan on top.

My processor stays at like 40*c most of the time, i tried to use the kombustor make VGA's fan run faster so the *c drop to 49, but it cameback to 59*c really fast when i lower the fan.

I dont think you have any problem. The high idle temps are a result of the fans not even being on, it is designed that way they temps will likely vary quite a bit when at idle also you...
Im not sure about the fans, but i use MSI Gaming apps (My vga was GTX 970 msi Gaming 4g). Everytime i play video games or doing photoshop i just turn the msi gaming apps into Gaming Mode. But i believe they do not spins.

Also, when i played witcher 3 the temps was like 75*c. Is that normal?

I ask some friend saying 60*c was fine but i was worried on how it changes so much with when i first just got my hands on them. Is it windows problem? Sometimes my PC took forever just to shut down, one time almost like whole 2 minute loading to shut down.
 


I dont think you have any problem. The high idle temps are a result of the fans not even being on, it is designed that way they temps will likely vary quite a bit when at idle also you are using some of the gpu when watching youtube videos so I would expect temps to rise a bit especially with no fans. 75c is perfectly fine for a 970 under load, look at any gtx 970 review most are in the 70s under load. I dont why your pc is getting hung up on shutdown that is likely a windows problem, but I highly doubt it has anything to do with your gpu.

I see.. One more thing, does casing and fans really affects that much? I was wondering to get new corsair case (http://www.techpowerup.com/forums/threads/corsair-releases-the-carbide-spec-alpha-mid-tower-atx-case.221577/). Is it worth to spend 100$? Or just nah.
 


change your case..venomrx with gtx 970? really?
