i have an old pc thats collecting dust and i wanna get an entry level gpu to run e-sports titiles .. thinking to get a gt 1030 * GDDR5* .. and adding an extra 2gigs of ram to the current gigs so a total of 4gigs .. so will it be a yay or nay ?

It will work fine for esports game but I think you're better of getting a gtx 1050 or a secondhand gtx 950/960, heck even a gtx 750ti is a good bit better already. Also try to get 8gb of ram, it's ddr3 which is not that expensive if im correct.

just fortnite , csgo , overwatch .. any thing else will be set to the lowest at 720p
but mostly fortnite for my little brother .. just maxing out the nessecary settings

with a gt 1030 ? .. i dont mind noise at all .. im looking to use it as a secondary pc for my little brother to play together
so will the gt 1030 run fine with it for fortnite and other light titles ?

I've run an HTPC machine based on a 2120 since 2012, originally with 4GB of RAM and a GeForce 430GT. Since then it's been bumped up to 8GB and various cards (A 730GT, 1030GT and ultimately a small 750 Ti I was able to cram into its ITX case with some effort) and it still holds up as a surpisingly solid machine: I currently emulate 38 systems up to PS2/Dolphin/Dreamcast and can run games like Doom and Wolfenstein - The New Order rather well at 720p with most everything set to max aside from FXAA and such.

IPC hasn't improved much for Intel chips since Sandy Bridge, so the 3.3GHz it runs at is still really solid for single threaded tasks, though the fact it only has two cores definitely makes a difference in some things nowadays (Especially for things like PCSX2, Dolphin and newer PC games). The 1030 is about 60% slower than a 750 Ti based on testing, but it is still surprisingly decent for how cheap and low power it is (I ran Doom and The New Order on it rather well at 1280x720).

I wrote a page about this machine a while back, which explains a lot better about what can be done with such hardware: https://sites.google.com/site/panicus/home/exadrive-2

You can do a lot with one, though I'm planning on building a new one based around a Ryzen CPU and some kind of GeForce 1050 Ti or up GPU. CPU improvements have stagnated so much over the past decade even 6+ year old CPUs are pretty viable, still.
