How can I find a seriouse bug in my pc

Hello,
strange things are happening on my pC screen flikering as though something is being installed or down loaded does it a lot, now emails take ages to go from read to send: I am sure I have a bug but nothing seems to be able to find what is wrong! Can someone suggest something please?
