Why can't you format? What error do you get?

Boot from windows installation media,
clean drive with diskpart clean method (press Shift+F10 to open command prompt) and
install windows.

Note - have only single drive connected, while installing windows.
Or else bootloader will end on one drive, windows on another and system will not be bootable without both drives present.

You don't need to format anything.

If you made the installer correctly, it will do the necessary formatting.

If you want to do a clean install, you will see a choice early in the process to delete all partitions. Do that.

If there is anything on the drive that you want to keep, you need to copy that stuff onto some other drive before you begin to install Windows.

Be sure to disconnect all drives OTHER THAN the one that will receive Windows.

How exactly did you make the USB installer that you will use?
