how can I get rid of the blue border around my screen when playing games?

I'm trying to play the game skyrim on pc, but it has a blue border around the screen that says "Skyrim" on top. I'm not playing on windowed mode. Alt + Enter doesn't do anything.

Alt + Enter only works on some programs and games.

Enter the Skyrim settings from the launcher to ensure you are set to full screen.

go to video settings and change from windowed to fullscreen.
