i'm not a proffessional about graphics cards, so i have to ask you all another question, so my gpu is passive cooled, it doesn't have a fan, so how can i keep it cool if it doesn't have a fan?
If your case supports a side fan and you want lower temps then put one in as a intake to blow air onto the GPU which should lower it noticeably. I did this on a SLI setup and it lowered the tops GPU by about 5C and the lower one around 7C.

buy a fan and use zip ties to attach it to the card

It would work however what temps are you getting? The GT 1030 even under higher load shouldn't be getting hot enough to throttle/damage.
i'm getting about 83 degrees when gaming and it never goes more than that, but i got this card just yesterday, so there shouldn't be any problems, but there is cause it's too hot
Why are you concerned about temperatures? Just an idle thought? Or are you trying to solve a problem?
If you are just curious, get HWMonitor and check your temps. Leave it running for a little while and it will record the highest temp as well as the current. You can then google max safe temp gt 1030 and compare the values.

i mean you're kidding right?
no
ummm... ok i didn't know it was possible to do that, but how much do the fans cost?
Not it's not, 83C is about right for a passive cool card under gaming loads and is still well below the max temp. If you don't want it to run that high either put a fan on it or return it and buy one that has a fan.
so, do you think i should be fine if i just continue playing at that temps?

83C is on the warm side. Not a comfortable temperature. It may start causing graphical artifacts in prolonged use.
Install something like this next to your graphics card.

Carefully dusting it out with canned air or a oil less air compressor works well.
thanks, i think i'll buy a fan, but for now i'll just stick with a passive version and one more thing, i bought my whole computer last year and haven't cleaned it since, is that ok?

Not really, quite a bit of dust can accumulate over that time, I clean my system once a month. While you don't need to be that thorough maybe every other month may be more reasonable.

Probably not.
Depending on how dusty is your place, you should clean your pc 2 times per year minimum.
Use compressed air cans (or blow dust out yourself, if you have strong lungs).

Don't tell ppl to blow it out with there lungs lol, someones going to take you seriously, do it and then end up spitting on parts which will short them out when they turn the system on.
