Question How Can I Know if a CPU and GPU Are Balanced Before I Get Them?

I couldn't find any answers to this on the internet, so I am asking here. I am a complete beginner and just want to make sure that the components won't bottleneck.

Is there any way for me to know before I buy the parts. I want to know how to tell if the PC is balanced myself though. I want to know so that I can personally find the parts, make decisions, and be prepared to build one completely by myself next time.
