You can use the supplied cpu cooler. It will become noisy under load, but still do the job.
A R9-270 needs only 450w. perhaps there is a corsair 500w unit that will do the job for you.

For a balanced gamer, budget 2x the cpu cost for the graphics card.
I think a FX-6300 would do equally well for you and cost you less.
Few games can use more than 2-3 cores. Even a i3-4130 might be better.

Thanks, however i want to use the PC for a bit of photo/video editing as well, hence why the CPU and GPU are about the same price. The GPU is an R9 270x (higher clock rates than R9 270) so uses a little bit more pwer)
