Question Stutters / Low 1% FPS ?

Ok Hi all, last shot at this after bloody months of reinstalls of windows, trying other drivers and bios stuff.
I will keep this as short as can.

PC Specs
Mobo: MSI X870E Carbon WiFi
CPU: Ryzen 9800X3D
GPU: Nvidia 4090
RAM: 64GB Kingston Fury Beast 6000mhz
Cooler: Corsair H150
PSU: 1000w (sorry, have to check model when I'm home )

I have stutters to low 1% fps in some games but not all. going from 100+fps to 30 for half a second

it is mostly only in Online games ( Sea of thieves, the latest beta of BF6, ...
In offline (Cyberpunk, last of us, Claire,... I had no problem.

What did I try ?
- I am on the latest bios
- All you can find online for your bios I have tried. from under clocking to overclocking to turning hyper v off ....
- Memory is on Expo 1
- I did the Uninstall reinstall of the network drivers
- i Reinstalled windows 100 times.
- Tried it with a blanc windows and still get the stutters
- no afterburner installed ever.

i am thinking it is a motherboard problem but not 100% sure. And before I go spend 300+ euro on a new board for maybe no reason I will ask 1 more time if anyone has any other ideas.
 
I would have expected the GPU to get hotter, under a heavy load. I am pondering what next to try.
Never really had a problem with the temps of the 4090.
Btw. i never had stutters with this card in my early build .
It was a 14900k but we all know what happend to that ...
Had it replaced 2 times and then gave up and change the build to AMD.
Now i have stutter problems on this ... Karma i guess
 
The temps are good, but I would have expected them to be higher at heavy load. That is normal.

As previously checked, the integrated video had the least stuttering. Testing with a different GPU presented same issue.

Is your memory 2x32, 1x64, or heaven forbid 4x16?

The integrated graphics had the least stuttering because the average frame rate whit it is lower than the problematic 1% low drop with the discrete GPUs.
