How can I open HDD regenerator using start up CMD

hey? How can I use/open HDD Regenerator using startup CMD? Please help me. Can't boot from windows and I cant go to safe mode.

From their instructions (as I quoted above), create a bootable USB or CD.
Boot from that and it will run.

No. Creating that HDD Regenerator bootable USB will almost certainly wipe what is on there.
