How can I recover my files on a external drive when it says to reformat it before you can use it

I am using a Win 7. The External drive is a 750GB Toshiba Canvio 3.0 HDD. It is compatible with USB 2.0 and 3.0. I use it as my backup drive. I have had it for about 2-3 years now I think.

Due to a network issue, I rebooted my computer. Both the C and D drive were reformatted as well.

When I plug in my External drive (F), it tells me it needs to be formatted.

I looked around on how to fix the issue and was told to run CMD in safe mode and use chkdsk f/r/c. This is what I keep getting:

unplug the drive from the system and replug in without using dlgdiag to see how system detect it i am afraid that the drive give up so if you get a new one get on that do not have proprietary device like the toshiba .

It came back when I replugged it. What do you mean? For me to get one like WD that has a HDD diagnosis program?

This is going to sound weird since Toshiba a name brand failed me, but, I have never seen those brands before. How do I know that they are decent quality? And what makes them better or what makes them different from the name brand ones?
