Question How can I transfer video files from a Windows PC to an iPad ?

I am trying to help a friend by transferring some video files from my Windows PC to my friend's iPad.

My background is Windows and Android so I am a little lost in the Apple world!

Ideally, I would like to connect the iPad to my PC with a USB cable and copy the video files over.
Is this possible or, if not, what is the simplest way to achieve this without involving iTunes ?

It needs iTunes but there are other programs that will do it as well. Honestly it's been over a decade since I've done it so you'll have to search for it. But there's always been "iTunes alternatives" so search for that.

Personally I would try running an FTP app on the iPad and connecting to that via wifi from the PC.
