How can I turn on windows security centre in my laptop?

Hello,
I use norton anti virous soft. When I turn on my laptop, I saw an important meassage from windows action center that in my laptop the windows security center is off. Is it a problem? If yes how can i solve it? I use windows 7 OS and corei3 processor.

May be u should go on run type msconfig then go to startup tab now selelct the software u need to start on boot... then click ok & restart may be u r done.

Start > Control Panel > Action Center > Security.
