How come some games only utilize a small percentage of my GPU

An example would be Scrap Mechanic, i recently just played it and when ever I would load a big vehicle in, the FPS would go piss poor, no matter what settings I change but i look in task manager and the game is only utilizing 30 % of my GPU, but then i go to Subnautica and i get 60 FPS and check task manager and its utilizing 85 % of my GPU. Is there something i am missing?
 
That's a CPU bottleneck. However many indie games like the ones you mentioned have not yet been built to properly utilise your CPU which is really annoying since most of those games are heavily cpu bound. The best thing you can do is to upgrade your cpu to something like an i5 8600k and overclock it for the maximum single thread performance that these games so desperately need... That or wait for game engine updates.

Let me guess, one core is being maxed out while another one sits at around 40% and the 2 other ones are at 10-20%?

You could be right but woah
for some reason my GPU usage went from the picture to 99%
now i'm getting good FPS, that was weird why did it now suddenly allocate more video memory? I'm confused

Thanks for the info, i just downloaded it. I have to suppose it was a problem with the game being early access, cause for some reason after being idle for about 10 mins in-game the GPU usage jumped up to 90 percent allocation.
