How desktop stuck on setup

I purchased a used Hp all in one desktop the other day. We did a reset to clear everything from the previous owners. Now it keeps looping back to the setup screen (the page that starts with " hi there, let's get a few basic things out of the way" then you select your country, language, time, and all that). After selecting the correct country and all I click next. It gives this sort of explaination answering why my computer restarted. I can't connect it to WiFi because it doesn't give the option, so I connected a cable from the modem to the monitor, I click next and it proceeds, screen will go black, blue saying 'just a moment's then black again, display the HP logo, then back to the blue setup. Now my question... What do I need to do to fix this?

You might need to use the HP factory restore to set it the way it came out of the box, then set it up and go thru the myriad updates
