You should just be able to use MSI Afterburner found here (https://www.msi.com/page/afterburner ). Scroll all the way down to find the download link. After you've done that, run the process and drag your fan speed to the desired amount, save as a profile and to set it to open on startup. Afterburner is used as a overclocking software but it should do the trick.
Your case is just like my Rosewill Rise Glow.
The front fans plug into the built in fan hub and are powered by a Molex connector (plugged into the PSU).
So you use the switch on the case to run them at 1/2 speed or full speed.
Also some free 3rd part software programs like speed fan. Upside to a motherboard one is they will work with your setup and look pretty. Downside is sometimes they limit customizations, such as min and max temps allowed, minimum speeds, etc.
