How do I configure my pc to boot without a cpu-fan plugged in?

Installed a passive cpu-cooler, but the pc won't POST unless a cpu-fan is plugged in. I plugged in the old stock cpu fan but it wasn't installed, had it rest on top of the case. Without fan 1long 4 short beeps, with fan , windows starts normally.

Anything in BIOS, or somewher else, I can change to make it work?

Set CPU Fan speed to Ignore

I figuered out myself, there is a setting in BIOS where the CPU-fan monitor should be set to ignore, as you wrote popatim thx for the answear.
