Question How do I figure out why my external drive spins after ejection?

I have a toshiba canvio external usb drive. Tried it on windows 10 and windows 7 systems. Same issue, I eject it and the computer says it's safe to remove, but the disk still spins with the device light on too. It squeals to a halt after I pull it out.

Process monitor finds nothing accessing it after I have run eject, and only Explorer.exe accessing the folders before I choose eject. Please help.

If it's plugged in, it's receiving power. If it's powered on, it's gonna spin.

"Safely eject" just stops sending data and doesn't shut power down.

My experience of drives in the past was they stopped spinning after being safely ejected, hence the concern.

Depends on adapter's firmware.

If anything, by the time you go to remove power from the drive, the heads are parked somewhere.
