Question How do i fix this issue?

About a week ago i noticed my background image on my desktop is partially covered with this light blue color. I can see the top of the background image but only to about an inch down. On startup or restart my original background appears but then fades to the light blue issue i'm having. I can see the desktop icons. I have looked into it a bit and all i can find is the dark blue screen people have had. there is no words. on startup, before clicking ANYTHING this happens. it acts like normal except for getting covered by the blue.. Im not sure how to get my printed screen on here.

Can you take a picture of it with your phone, then post it on imgur and put the link here? Be easier to understand your problem if we can see it.
