Question How do I *FORCE* my gpu to run at 100% in games?

So I am trying to play a game called Tlauncher (Free minecraft) but it keeps dropping FPS tremendously. I never monitored the FPS but to make an assumption, I was probably running 60 FPS at the max and then the fps would just drop down to 5-10 FPS for 2-5 seconds. And my GPU would max out at 40-50%, and then it would drop to 20%. I have tried switching the graphics mode to high performance too.

GPU: AMD Radeon Embedded E9173
(Note: This is the ONLY game that this applies to. All other games run fine.
