How do I get a Diamond Radeon HD 6450 graphics card to work with a Gigabyte 78lmt-s2p MOBO?

How do I get a Diamond Radeon HD 6450 graphics card to work with a Gigabyte 78LMT-S2P MOBO? All I get is garbage on the screen with barely recognizable text in the "background." After a minute or so, I have never timed it, the machine reboots and this cycle repeats.
 
That MB shows connections for integrated graphics. Does your cpu support that feature? With the card out does the integrated graphics work? With integrated graphics systems, you often must select the graphics device you want to use in the Bios. Have you done this? If the system works with the integrated graphics and not with the card, I would suspect the card is bad. Do you have it in the correct slot? Sorry for all the ? but you provided so little information in your post. Please provide a more complete list of your hardware, windows version and if you built the machine yourself. Also did the issue just start, did the card ever work, and a description of how and when it stopped working?
 
Integrated graphics work just fine without the external card. I have selected the external card in BIOS and disabled the integrated graphics. The card is brand new and is in the correct slot. I know it is not much of a card but it should be better than the integrated graphics. I built the machine myself and it has worked flawlessly for a year. I am just now trying to upgrade the graphics. I am using 32 bit WIN7 with all the latest patches but when trying to use this 6450 card I never even get to the windows screen. I can boot into the BIOS but cannot read the info on the screen due to the "garbage." If I disable the integrated graphics and don't enable the external graphics I get POST error beeps and a black sereen.

AMD Phenom II x4 965 proc at 3.4 gHz
8 gig RAM
Win 7 32 bit
Ultra 450 watt psu
 
with the card in can you boot to safe mode? I still think the card is bad. In safe mode you would still be using the card but only with the default drivers built into windows. If the display is still corrupt, the card is confirmed bad. Have you installed the AMD driver package and what version did you use?
 
I have not installed any drivers as I cannot see the text well enough to do anything. I have not tried Safe Mode as I figure if it doesn't work with BIOS it won't work with Windows. I have the AMD drivers for Windows but cannot get far enough to use them. I will investigate the possibility of a bad card.
