how do i get permisions ubuntu 10.4

newby so please keep answer easy for me to understand
i have loaded ubuntu 10.4 it all seems ok but will not allow me to download programs
saying i do not have permission even after i have put my pass word in
sometimes the program reports i have no internet connection when i know i have because i can go on internet with fire fox ok my limited knowledge is telling me some thing to do with having the correct permission
I would very pleased with any help offered

10.04 is quite old. It's possible it doesn't have the drivers for some of your stuff.
