Click the blue "Download Skype" button, this will forward you in another page where you have to select your operating system, it will have probably selected it for you so just press the blue "Download Skype" button again. The file will be downloaded on your 'Downloads" folder so just go there by double clicking the "My Computer" or just "Computer" icon on your desktop and on the window that just opened locate the folder i mentioned previously (it will probably be on the left side of the window, where it shows the navigation menu near the top), double click the executable Skype file and just follow the instructions after you read every page of the installer. Then just make a Skype or Microsoft account if you already don't have one (they function the same since Skype is owned by Microsoft), open Skype and insert your login information.

EDIT: You can make a Microsoft/Skype account inside Skype so you don't have to go to their website.
