How do i increase the Dedicated Video Memory on my hp stream.

No you cannot increase the vram on a iGPU nor GPU.

The only way to increase the dedicated memory for an iGPU is through the bios, If your particular motherboard allows it. This option is usually limited to the amount that is able to be dedicated to 128MB, 256MB or 512MB. This option if applicable uses the system memory as dedicated memory for graphics so the amount of, and speed of, memory installed can affect the performance of the laptop.

Most likely not But this will depend on the motherboard installed in your PC. Again if it is changeable it would be done in the BIOS of the machine.
