How do i limit bandwidth of other users over my hostel wifi network to extract best speed ?

Is there a way to do this without any admin rights? Although i have tried arci's netcut, it usually makes my pc very slow and laggy. So could anyone throw some alternatives?

How is it your wifi network if you dont have admin rights? This sounds like your trying to put one over on your fellow bunkmates...
