How Do I Make My Computer Quieter?

Recently I built my own PC with the following part list: http://pcpartpicker.com/user/johndevaldes/saved/cQjZxr

The PC runs great overall. I am mainly using it to play games of all different qualities and system requirements. The only issue that I have with the computer is that it can be pretty loud. The computer never seems to get very hot and the performance is great even though the computer gets louder when I am playing games.

A side note would be that when I boot the computer up it says that I have a "CPU Fan Error!" which I have attempted to troubleshoot but have not been able to figure it out.

Any and all help is appreciated and I apologize if this was not the correct place for this thread, I just was not sure where to put it.

Congrats on your new rig!
Yep, Radeons can get loud, but of course even a GeForce will start screaming bloody murder if you stress it long enough- a high-end gaming card gets hot and that's it. As suggested before, look into an aftermarket cooler. I'm running my own rig on water blocks for the CPU and both GPUs; even if you want to stick to air, doing this kinda stuff is rather fun and satisfying.
CPU fan error- I would also advise checking if it's plugged into the correct header on the mobo. If you absent-mindedly plugged it into a chassis fan header instead of the CPU fan header, the fan will work and keep the CPU cool, but the BIOS will still give you the error, because there is nothing plugged into the CPU fan connector :)
Good luck!
The R270's and other video cards are known to be loud when they get warm. The only thing you could do about that is to get an aftermarket cooling setup for it. You could also install quieter fans that move more air.
The CPU Fan Error is usually because the fan speed is set to 600 RPM by default and that isn't low enough for fan speeds when the system starts up. Go into bios and set it to 200 RPM and see if that solves that issue.

Thanks so much for the response! For some reason I thought that I had responded to this forever ago and just realized that I had not. I got an aftermarket cooler, the Coolmaster Hyper 212 Evo to be specific, and it works perfectly. The noise created from the aftermarket cooler does not change one bit throughout even the longest of gaming sessions. Thanks again for the response and I am sorry I am so late on the feedback!
