How do I move windows to another Drive?

I want to move Windows to an SSD so I can use it as a boot drive. The SSD is a lot smaller so I can't clone the whole thing. How can I do this?

I am trying to do this but i have files/folders that are owned by trusted installer. How do I delete these?

Edit: Wait do I do this in Disk management not file explorer?

Yes...Disk Management or commandline diskpart

okay just right click and delete? and is there some way to get the default folders like program files to show up on the 2 tb hdd? They are all on the SSD but most of them are empty.

Yes...Delete all partitions, leaving one large space.
Create a New partition using that space, format, and give it a drive letter.

"Program Files" folder? Yes, it is empty, because you installed a clean OS.
You now have to install all your applcations.

The HDD does NOT need a specific folder called 'Program Files'
