How do I restore the "file, edit, view, help icons?

I somehow made my mame32 full screen and I lost the file, edit, view &
help tabs along with losing the blue tab. It is even full screen over
top of my task bar. I've tried right clicking everywhere and at click
every icon I can see. The alt functions won't work either. The only way
I can close the window is ctrl-esc to bring up the start tab THEN I can
see the task bar to close mame, or I have to alt-tab to switch windows
(assuming I have another one open).

You toggle full screen mode by hitting F11
