How do I turn the hot keys off on my HP laptop

I really need some good suggestions on my HP laptop keyboard n mouse I hit the F10 to get to the main settings well my arrow keys will not work for me to select anything what else is there that I can possibly do.

There are separate headings in Control Panel for Keyboard and Mouse. You can make changes in those sections.
