in the start menu type cmd ull get the command prmt or open run and type cmd thats all i can understand from ur question

You don't have to run it in Safe Mode. You can just run it from your Start Menu.

If you cannot run cmd from your start menu, boot up from a recovery disc and it should give you the option to open a command prompt, if that is what you are asking.
