Question How do you connect a new pc to a monitor?

What pc are you using and what monitor are you using?
What kind of cable are you using? VGA, HDMI, DVI, DP, etc.
You should be able to use a new pc to old monitor or vice versa if they have the same IO.
I am using a sceptre 85 Hz monitor with a Ryzan 5 2600 x and am using a HDMI cable as connection
My gc is a gtx 1660 ti and my motherboard is a asrock B450 gaming K4
 
My fans spin but they don’t light up even though they are rgb
That's a bad sign. Do u have a feel whether the PC is booting? It may not be booting at all, in which case is DEAD, of course ur not going to see anything.

Verify all cabling. clear CMOS, then if that doesn't work, u may want to BREADBOARD it.

Breadboarding=Pop Mobo with CPU+heatsink on top of cardboard, nothing else, use Mobo's HDMI port for display, attempt to boot into BIOS. May need 1 stick of RAM.
