how do you find out how to fix a computer that the windows are shut down & wont let you on it

Make yourself a diagnostic boot disk such as Hirens Boot CD, The Ultimate Boot CD, and a Memtest86 disks.

Many many useful tools on those. You may also want to keep a linux bootable disk distro in your collection such a Ubuntu Live disk.

If the computer boots and tells you a file is corrupted or missing use the repair mode in a Bootable USB or DVD windows disc. Otherwise if you know how to generally fix computers and such do what popatim stated
