How do you fix the Microsoft Compatibility Telemetry issue?

Sometimes my computer starts to run extremely slow while I'm using it. When I open the task manager, the Microsoft Compatibility Telemetry process is maxing out my disk usage. So I close it and then shortly after it reopens itself.

I've Googled this issue and tried disabling it using the registry and by disabling the associated services, but it still happens. How can I fix this issue?

P.S. I know that there is a group policy fix for this (supposedly), but I'm on the Home edition.
