How do you prevent CPU from downclocking?

i5 still downclocks to half its clock even after I went to BIOS and set "High Performance" and disabled Intel SpeedStep, it still downclocks. What gives?

inb4: "Why would you want to prevent downclocking, that's stupid, this saves power and heat while CPU is idle". Thanks for the advice, just answer the question.
 
The answer obviously depends upon what motherboard you have and/or what operating system you are using but you haven't told us either of these pertinent facts. You don't even tell us which particular i5 you have. Look for EIST in the BIOS settings and make sure it is disabled.

Although it is obviously stupid to turn off SpeedStep it's not our place to stop people from being stupid if they are determined enough.

Edit: You might also want to check whether your BIOS has a "C1E" setting. Again, details of processor and m/b would help here.
