You won't notice the memory being faster in your use, the amount you need depends on the number and memory requirement of the programs you run. Some programs, like Adobe Photoshop or Premier will benefit more from having a second SSD for use as a scratch disk than 64GB over 32GB of memory. For most use cases 16GB is adequate but with memory so cheap I usually opt for 32GB now.

Faster RAM usually helps most applications, but not as much as you might expect in some programs, e.g DaVinci Resolve gains only minor benefits as RAM speed increases, especially on AMD systems:

In some instances, faster RAM is a waste of money.
