[SOLVED] How does a common home user test whether the motherboard is causing issues?

My PC : Desktop Acer Aspire T3-715 Windows 10 home 64b. 21H1

The issue :
Pressed start button, 3 seconds after power on, monitor was lit & "acer" logo appeared & everything died here.
After this, I opened the case of the PC & switched power on and off to see what was going on when power was on.
1. Power off. Nothing unusual.
2.Power on.
2a. There was no "B" sound signal.
2b. Light in front panel was on.
2c. CPU & GPU & PSU fans spinning.
2d. About 3 seconds after power on, monitor was lit & "acer" logo appeared & everything died here with a blue screen lit.
2e. All USB ports & DVD drive were dead.
2f. Power on and off button was functional normally.

The Beep.
  1. Remove RAM & GPU & power on, there was a continuing "B" signal.
  2. Remove RAM (GPU remained on board), there a continuing "B" signal, too.

Started by itself & could not be turned off.
1.Disconnected the power.
2.Remove RAM, only RAM.
  1. Connected the power.
  2. The machine was running as soon as the power cable was plugged into the socket.
  3. There was a continuing beep signal.
6.But the monitor was not on, not even a flash, remained black.
7.The fans were spinning.
8.Still the USB ports & DVD drive were dead.
9.The start button was not functioning, had to unplug the power cable to stop the machine running.

Some say that it might be the motherboard causing the problem.

How can I test to make sure whether the cause of the issue is the motherboard, please ??

I need a way or method to check if the motherboard is having any problem which has already caused the entire PC dead.

I need a way or method to check if the motherboard is having any problem which has already caused the entire PC dead.
If you go through that checklist, it covers everything including motherboard. There is no specific or separate way to test a motherboard other than a substitute. But with the series of tests specified in the checklist you should be able to figure out if the board is faulty.
