How does the output of a monitor work?

Just curious about the following things:

1. What happens if your resolution of your monitor is under 1920x1080, something like 1280x1024, but you watch 1080p video's on youtube or bought movies?

2. Can a 1920x1080 resolution monitor output that resolution with a VGA cable?

3. Are the image-quality's of resolutions the same between output through a VGA cable and a HDMI cable?
