How does Windows Server 2019 handle graphics with RDP users?

If a server is using an Intel Xeon E5-2660 v3 CPU, what is needed to maintain graphical performance as more concurrent RDP users connect with multi-monitor setups, some that are dual 4K setups. Assume RAM and connection speed and ping between user and server is adequate.

More Cores? More Numa Nodes? Newer CPU model with better IGP?

You need to use a desktop virtualization that is designed for graphics. RDP, IMO, is not the answer. Something like Zendesktop that can virtualize a GPU.
