Overclocking is highly variable. In your case, the cheap MSI board will probably be a limiting factor, with VRMs too weak to handle a significant overclock.

I cannot predict how far you'll be able to go. From the silicon lottery, to ambient temperatures, to VRM quality (low in your case), it is impossible to predict with certainty how far you might safely (i.e. long term, without risking anything frying) go. I'd think you'd hit 3.8GHz without too much trouble.
