How good would a i5 4590 paired with a r9 280 run games?

All i mainly want to be able to do is run at 1080p at 60fps on mostly high/ultra (Not necessarly all high settings either though, for example I wouldnt mind turning down shadows ect.) As of the moment the r9 280 is paired with a a10 5800k. For the game im trying to run right now (Black ops 3) i get horrible FPS even on the lowest settings (40fps) which isnt even constant, it still always drops all crazy! So would a i5 4590 increase performance? Thanks!

Yes you should upgrade to the 4590. You can pretty much still play the latest games in 1080p resolution with that card and cpu and get good fps.
This GPU can run Battlefield 4 at Ultra Settings too but in the most demanding games(eg GTA V at custom settings), I'm not so sure about the fps.
The AMD R9 280 cards are all ok, but remember you are really buying a card which is just a minor step in clock speeds from the original HD7950 and HD7970 cards brought by AMD. If I were you I would save some money and go for a NVIDIA GTX 960 or AMD R9 380 or 380x card.

Yeah I figured proably high would be best. And just curiious as to what you mean by motr consistent "minimum" FPS?
 
A high average FPS makes for smooth panning around, etc. in-game; however, the giant lag spikes or stutters you may see in a game are from the CPU choking when presented with new information. If you're running FRAPS or something of the like, you may not see it represented on the on-screen display, as it recovers quickly, but it still makes for crummy gameplay. This is something that Kaveri cores struggle with and the Intel cores make for a much more consistent gaming experience.

It should do fine. My i5 3450 + HD 7950 (a slightly inferior r9 280) does well at 900p, which is not too far behind. I get slight framerate drops if it is a very demanding game (Crysis 3 ultra, BF4 ultra), but it is ok otherwise.
