I am Buying a new pc so how's this will it be able to play new games at ultra

So is this good or not

If you mean AAA titles like Fallout 4, BF4, etc. Short answer: no.

The R7 250 is more for MOBA games or CS:GO.

Like flipi said, drop down to an i5, and spend the money you save there on a better graphics card.

Its hard to talk about future. Right now 2GB is good enough for most of games @1080p. But 4GB is a must for new builds because 3GB-4GB @1080p is prob right around the corner. R9 380 performance is for high settings right now with playable fps (+40) in demanding games. Can you get the next step (R9 390/GTX970)? By all means get it. Its worth.

But i can only get i5 4590 and gtx 960 together in my budget
So should i go for it and atleast hope to run all games at atleast in medium for couple of years
