Three Lian Li Bora Digital cooling fans for casing have been set, one is on back, twos are on top. How many casing fan can be added more with Asus Z390M Plus motherboard? This motherboard has one RGB header. This header is used by those three casing cooling fan. The casing has 2 front cooling fan vacancies.

No. Depends on the lighting. With RGB you get 12w maximum. That's almost always 5 fans worth of lighting. Argb is totally different as it doesn't require power from the header, external power can be used. For ARGB with external power, that's around 72 fans worth of lights total.

RGB lights are regulated by amperage. Psu power is unregulated, non controllable except by a hub, which has its own amperage limits.

ARGB is a constant voktage/amperage to the controller chip for the led, which regulates itself, so isn't dependent on external power control.

Don't get RGB/ARGB mixed up.
